The gang is in dance contest at a local television station. Fred and Daphne are dancing a groovy little number, when Shaggy and Scooby join in with their own dance. When the lights are finally turned back on, the phantom is gone and so is the station manager. The gang quickly follow the wax footprints to the station's safe, which is now empty, and out a ten story window.
In talking with the show's host, they learn about Grisby, a wax sculptor who worked at the station. When Grisby was fired, he swore revenge and said that he was going to bring his wax creations to life to ruin the station. The gang splits up to look for clues. Fred and Daphne head to the wax museum. Velma, Shaggy, and Scooby go to meet Grisby.
Grisby turns out to be really creepy. He is delighted about the wax phantom and believes that he has, in fact, brought the creature to life through black magic.
Daphne and Fred have a little more luck. The immediately run into the wax phantom at the museum. By the time Shaggy, Scooby and Velma arrive, the hijinks are in high gear. The museum holds a lot of scares for the gang, especially Shaggy and Scooby who are caught by the phantom. However, they escape before he can send them through the wax works and turn them into wax. Eventually Fred comes up with a plan to capture the phantom in his own gooey wax. Of course, more than just the phantom fall into the trap.
- The Monster: Wax Phantom
